Windows 7 intel P4 M 1.8ghz running @ 598mhz

First, your Qosmio isn't using a Pentium 4-M (oh god that one is really bad, had one in Tecra 9100 before), but a Dothan Pentium M (Banias Pentium M doesn't have processor number), specifically the 400MHz FSB series (7x5 and 710).

Second, Qosmio E15 uses 855PM chipset which only supports 400MHz FSB, in other words doesn't support 533MHz Dothan (7x0 except 710). Yeah they'll work but at 3/4 of their max speed (400MHz/533MHz = 3/4).

Lastly, Toshiba's B&W BIOS has existed since they made their first Pentium Satellite, even Tecra A11/M11/S11 (1st-gen Core i laptops) still has it.

Okay enough talking trash, let's head back to the topic.

One annoying thing with many Toshiba laptops is the DMI (records the hardware, CPU being the main focus). Once you try to change the CPU, it'll go crazy. Once I've upgraded the CPU of a Tecra M5 from T5600 to T7200, Windows couldn't detect the new CPU (still showed as T5600) and the fan ran at 100%, had to update it with DMI update utility to get rid of the problem.

For your problem, it's pretty common among Toshiba laptops with Pentium M processors, I've encountered once on a Tecra M2. DMI / CPU microcode update should solve the problem, have a look on these: (solution included)
