in theory, all current clevo bios versions for that model (including premaMOD) allow for a max. of 3200 Mhz. but currently, 3000 Mhz is the fastest available, with 3333 Mhz sticks already announced but not available yet
latency is basically a "waiting time". so rule of thumb: less waiting time is better / faster! at same clock speed, say 2400 mhz, a latency of 14 is faster than a latency of 16 because the sticks dont "wait" as long to process new data.
rule of thumb: clock speeds are more important than latencies! so 2666 mhz CL16 is faster than 2400 Mhz CL14! although this becomes relative when u compare large differences in latencies. thus, 2400 Mhz CL12 could actually be faster than 2666 Mhz CL20
