How to disable Com surrogate?

i wnat to remove all EXIF from pictures inside properties windows but it always returns with error saying that COM surrogate is running so the request is refused.

then I've disabled it in task manager but the same error still shows up.

What the hell is Com surrogate and the most important is, how to disable it? Any negative impact of disabling it?

I urgedly need to del some exif infromation exif from jpeg
