Toughbook C19 centrino not powering up

Hi guys

I have had a look through the threads and cant find anything that matches my problem.

I have a toughbook C19 (centrino model) running windows xp. I recently lost my power charger so the battery fully ran down before I got a new power supply. I double checked the power supply voltage and amperage before connecting it and its the correct voltage and amperage.

I had an amber charge light for a while so I let it charge for a few hours and now have a green battery light but now when I power it on I get a quick green flash on the HDD light, power on light and battery light then all lights go off and the machine wont start. the screen doesnt even flicker but i can hear the fans power on for a few seconds.

any idea how i can trouble shoot this problem. I suspect I may have blown something on the board but I am really hoping that is not the case.
