Dell Inspiron won't boot after failed bios flash, please help

Inspiron 7547, on Dell's site I saw there was a new bios A08, I had A05. Made the bootable dos usb and started the bios update, it wrote a bunch of stuff ok but then had an error msg 'P/W: Not enough memory'. Nothing changed after ~1hr so I had to power off.

Now it won't boot. The power LED comes on, I hear the fan, but screen is blank, no Dell logo. I have tried taking out battery, pressing power button for 1min, didn't help. I also tried the method here -...

Please help, what OS does it run on?

I hope the folks here are more helpful to someone needing help. I got three different answers from three Lenovo reps and don't what to make them (one rep told me to ask Bill Gates).

The computer specs say "Windows 7 preinstalled through downgrade rights in Windows 10". So when one receives the computer, what is it running on? 7 or 10?

Also, if it's 7 (or 10), will it be a simple matter (and free) to upgrad/downgrade to 10 (or 7).
