Changing IP Address

I'm having issues with a current site that I use. Apparently they told me the issues im having problems with it is due to the ip address. They mentioned I need to change my ip address and that would solve the issue.

I'm using window 10. I was suggested to reset my modem. I did this. But when i check what is my ip address, its the same one.
